Basement wall, plaster thick layer on the inside

If I am going to cast 75mm leca on the inside of the basement, should I put EPS behind these leca-blocks, glued to the concrete behind? I will be insulating the basement wall on the outside, both below and above ground. Maybe it's unnecessary to insulate on the inside then.

Insulating on the inside is considered a risk construction, right?

Is insulating on the inside considered a risk construction?

Only if you use organic material or mineral wool. But skip that insulation, it only complicates things.
