The next step for me with the bathroom ceiling is to attach them both to a load-bearing beam and to the wall with cement blocks. I don't need to secure the weight downward to any large extent since the joists rest on a load-bearing beam, but it's the force out from the wall that I want to secure.

Are perforated sleeves, anchor adhesive, and threaded rods an option for attaching the angle bracket which is then fastened to the joist with wood screws? There are also Fischer plugs.

What do you think is best?
 
The roof beams to be attached to the cement block are 45x220. I was thinking of attaching the roof beams to the support beam with roof beam hangers, but also to the wall with cement block due to the shear stress.
