Living in a house with a basement level at the lowest part. About 40% of the interior walls face the ground and the rest are above ground.

The walls above ground consist of lecablock and plaster on the outside. I now want to finish this space and insulate for good comfort.
In the concrete slab, there is waterborne underfloor heating. It is dry, well-drained, and gravel on the outside of the house.

I would prefer to avoid insulation on the outside as the plaster aligns with the facade.

What is the easiest here?

1. Apply 100mm of cellplast and 90mm of leca (on the inside) and then frame, insulate, plywood, and drywall

2. Air gap, frame, insulate, plywood, drywall

3. Other?

What is the price range for it?
How is it to set things up on the wall with that? Is it porous?
