I have a basement garage that is 99% used as a hobby room for ping pong, etc...
But the acoustics are problematic with both tiled floors and concrete walls/ceiling.
Would it make any difference if I mounted acoustic panels on 1/3 of the ceiling?
Or would it not make a difference?

A big difference will be made, even with 1/3 of the ceiling area. But more area is even better, surfaces in the room corresponding to the floor or ceiling area will be good, then the benefit of even more acoustic treatment will probably start to diminish.
