Does anyone know where I can read and download AB04 and ABT 06 for free?
They seem to only be available for purchase, surely someone must have put them up on a link you would think.

I have never seen them available for download. And as a business owner, it is a small amount to purchase these since you can't use them as a private individual.
Should be available for loan at the library. Another option is to request public procurement documents, could be included in the material (especially in the case of international procurements).
