Hello! I have a section of concrete wall with paint that has been neglected over the years and needs new paint. Would these 2 products I bought at Biltema work well?

The wall section currently looks like this all the way around:

I bought a wire brush and tried to remove as much paint as possible, it was super difficult, it sticks quite hard. Can I remove as much of the old paint as possible and then just go ahead with the new outdoor paint I bought at Biltema? :)
 
Buy a metal disc for the angle grinder, or for the drill, and use it for grinding. Wear a face mask and goggles, as well as thick gloves!

The products will work well!

Ah.. Good idea. I'm going to buy a steel wheel, it should be much easier to remove the paint. There are certain areas that I physically can't reach with it though, is it okay to just paint over those spots?

Yes, the main thing is to remove everything loose and "roughen up" what is stuck.
