if a seated screw no longer has threads, can one then drill through the screw so it releases or will this damage the threads underneath where the screw is seated?

I don't quite understand what you mean, but in principle, yes, you can drill out damaged screws. You need to choose a drill bit that is small enough.

If you have access to it, it can be advantageous to use a left-hand drill bit. With a bit of luck, this can get the screw to move upwards. Otherwise, you can drill a hole and try to remove the screw with a screw extractor, commonly known as a "svinpitt."
