garage konvertering till sovrum

I am pretty new to the forum and really finding it useful. Writing this in english as i am not good with swedish, hope its okay.
I have bought a house a few months ago, it comes with a double garage as part of the main building. I am planning to convert garage into a room. I am not sure if I will be able to get permission for the conversion or not. Ceiling height is 2.207m. I have attached the plan.
Red lines are the walls, blue are the doors and green is the window. If the ceiling height is the problem to convert garage into a living space, if i just create a hall as an entry for the basement do i still need the permission? in this my plan is to change the automatic door to a manual door similar to this. one as entry to the hall other opening in the storage.
