We want to build planting boxes with concrete blocks on our terrace but are unsure if it can handle the load.

Conditions:
Under the terrace is the association's laundry room.
The terrace is built with concrete and on the drawing from the City Planning Office (image 3 & 4) it states.
“The concrete is cast in mix 1:3:3. All iron is provided with end hooks.
Bearing beams are connected and surrounded with fine concrete.”
I interpret it to mean the following for the slab supporting the terrace (marked in red).
9cm thick, reinforcement 10mm with 16cm c/c, distribution iron 6mm with 25cm c/c.
What we want to build
In image 1 & 2 you can see what we want to build, a green oasis with planting beds made of concrete blocks.
A concrete block weighs 16kg.
If we take the planting bed to the hedge, which we want to build as an example, it is L6m x D0.9m x H0.75m.
It requires 225 blocks, resulting in 225 x 16kg = 3600kg load just for the stone.
Then soil and plants are added.
Saw somewhere that 1 m3 of soil weighs 1.2 tons. Then about 3000kg is added distributed over the area.
A total of 6600kg or about 1.2 tons/m2

Will the terrace hold the load?
Has anyone built something similar and would like to share their experiences, it would be greatly appreciated 😊
