Hi, can you frame an interior wall against an exterior concrete wall without using top and bottom plates?

So just attaching the studs to the concrete wall?
 
Yes, depending on what type of surface you want on the wall. Single plasterboard will not work. You can use steel track if you want to avoid wood.

We're going to have particleboard and drywall... I don't really know why my husband has decided on this method, but he wants to try it haha
 
Smoother to work with hammarband and sill in sheet metal. Much easier to get the wall straight.

Place a steel rail at the bottom and top. Find a bent 45*45, place it in the 45*45 rule with the bend towards the existing wall. Wedge something in between so that the 45*45 bends out.
