as you can see in the picture, I have paving stones along the mountain.
Is it feasible to use regular coarse concrete and pour it on the side of the stones to keep them steady?

Should I also use rebar?

Concrete will probably work, but it will have very poor strength where the concrete is shallow. If you want to use concrete, do as you mentioned and throw in two longitudinal 8mm rebar as well.

I would probably fill it with crusher run 0-8 or something similar, as the concrete may not look very good.

Yes, it probably should. Reinforcement is a bit of "overkill"..
