I have an old tank room in the basement that I use as storage. The outer walls are OK with some form of plaster, but the inner walls are very ugly and built with some form of concrete block as the picture shows. The mortar sticks out several centimeters in big lumps in many places.

How do I fix this wall so it becomes acceptable to look at and maybe put a couple of hooks in?

I assume you can scrape off the protruding mortar?
What do you do afterward? Can you attach some form of board to the concrete (that's easy to attach things to), or is plaster better?
