One could do it in several different ways

Apply more filler

Sand so that the slope is correct

Drill a drainage hole or alternatively mill out a drainage groove

What filler do you use on a concrete staircase?
 
Sand off the paint, apply primer, and create the slope with cement mortar A. One centimeter from the inner edge to the outer edge of the step is usually sufficient.

What @Eld suggests means that you need to build on each step at least 5 mm at the front because the grain size in the cement mortar prevents going down to 0.

The alternative is Artex A46 concrete filler, which I would have preferred myself.

It depends on the grain size in the mortar. My experience is that with good mortar, you can go down to one mm. I've done this myself and it still looks good after 19 years. Otherwise, you can actually grind down the front edge a bit to make room for the five millimeters.
 
Exactly, with the grain size in "regular" concrete products, you can't get down to 0, which may be necessary if a good finish is needed.
