I am having trouble mounting a wall-hanging clothesline in a drywall.

The plug I used requires a screw diameter of 4.5-5.0 mm. The screw diameter of the included screw is about 4.0 mm. The screw doesn't grip very well in the plug, and it feels loose.

I have tried to find a screw with the same screw head diameter (or slightly smaller) (required to hang the device on the screw) at Bauhaus and Krauta but I can't find a screw with a screw diameter between 4.5-5.0 mm and a screw head diameter of 7.00 mm (or slightly smaller).

I have also tried to "force" a screw with a head diameter of about 9.00 mm into the device that is supposed to hang on the screw but unfortunately, it doesn't work.

Does anyone know if there are screws available for purchase with a screw head diameter of about 7.00 mm and a screw diameter of 4.5-5.00 mm?

Is there a safe way to "fill out" the plug so that the included screw holds better in the slightly larger plug?

Grateful for any input on how I can solve this problem without having to remove the plug, fix the hole, and start over with a smaller plug.
 
For a clothesline on a plaster wall, I would undoubtedly choose molly bolts.

You should use molly plugs/screws and if the head is too small, place a washer in between.

The best option would be to find the studs in the wall and screw a cross brace to mount the clotheslines on. If it's just one line, maybe you can use a wood screw directly into a stud?
 
Clotheslines I would undoubtedly attach to a cross beam or a plywood board. There will be jerk loads every time you hang laundry, and the load will also be uneven.

Otherwise, buy the right screws and washers as already mentioned. If you can't find washers, see if a nut works.
