Chipped away the surface (the foot scraper was covered with concrete) and see my poor staircase in this condition. The whole staircase is attached (for now :)) to the house, the railing is mounted in a lekablock wall that was installed about 15 years ago. The stairs feel good in concrete, but the landing is in less good condition. Is this something one should tackle on their own, or is it better to hire professionals??

Was thinking of laying stone paving over it ..

A basement staircase with a door underneath, probably a cast-in-place drain grate to allow water to flow down. There is a well down there. Otherwise, it looks like large water infiltration on the underside, probably not well-sealed along the edges. It requires a bit more consideration for how the sealing should be done, as freeze damage can easily occur to the concrete when it doesn't dry or isn't sealed.
