Boards for soundproofing basement from footsteps on upper floor
Recently bought a house with two floors (plus attic) built in 1973. When walking around upstairs, it's very loud downstairs—probably because the insulation between is very poor. Since I rent out the lower part and the people below are complaining, I want to try to reduce the noise somewhat.
I thought about placing carpets, but how effective would it be to install panels on the ceiling of the lower floor?

* Can these be installed by screwing them directly into the ceiling, which currently consists of wood panels? Or do I have to put them in a suspended ceiling (with panels hanging in tracks, like this: https://en.wikipedia.org/wiki/Dropped_ceiling#/media/File:3000K_LED_T-Bar_Ceiling_Light.JPG)
* Are there better alternatives besides wood panels + carpets?
It's about 60 sqm of space on the lower floor, so the material cost will be ~14-15k SEK if I buy the wood-wool ceiling panels I've linked to. Carpets might cost about 2-5k SEK.

Acoustic panels are meant to prevent sound from bouncing around a room, so they likely have a minimal effect on your problem. For the best effect in their intended use, they should ideally be a bit away from the ceiling, but they also work flush against it. To prevent sound, you need insulation and sealing points that leak sound. Exactly how to do it with a floor, I don't know, but what materials are used today and how it's constructed gives a clue to those who know better.
There are special "mats" designed to specifically dampen footstep noise. These are intended to be placed between the floor and the joists, so to speak. In your case, you would need to remove your flooring upstairs (wood floor, vinyl flooring + chipboard, concrete, parquet + chipboard or whatever flooring you have), place the mentioned mat on the subfloor, and then replace the removed flooring.
