I was planning to build an interior wall by first assembling the studs on the floor and then raising it. Then the wall needs to be a little lower than the ceiling. The question is, how do you attach it to the ceiling? If you screw it to the floor and the ceiling, there will be a tension between the floor and the ceiling, which then holds the wall in place, which doesn't seem optimal. Therefore, I thought you could use wooden shims, like this one: https://www.bauhaus.se/spankil-13mm-18-pack to wedge the interior wall before screwing it to the ceiling. Then you can cut off the protruding part with a chisel. Is this a good idea?

It's probably not a good idea to build on the floor and then raise. If the wall is to be permanent, then it's OK to screw it into the floor and ceiling. It's probably best to attach a stud to the floor and use a plumb line for the top, marking it. Maybe get some help to hold the stud to the ceiling and brace a couple of studs between the floor and ceiling. Or after the stud on the ceiling is slightly tightened, use a level to get everything aligned from top to bottom.
